Water Tank Update

Rimrock Cove Owners,

The RRC Board is happy to report some major progress on our new water tank project.

On March 27 RRC received final approval from the Department of Health (DOH), Office of Drinking Water, for the size, usage, and location of the new water tank. The new tank will be 26’ in diameter, 30’ tall, and hold 115,000 gallons. The DOH based this on hundreds of our documented usage numbers and current guidelines for a water system of our size.

With DOH approval, the following steps need to be completed:

  • Construction drawings of water tank and site preparation (Completed pending final revision after geotechnical soil analysis)

  • Easement verified for current service road to access water tank (Thank you Marilyn and Nanc!)

  • Geotech Soil Analysis (Completed)

    • 3/27/24 – Two engineers made a site visit to take soil samples from an 8’ deep pit dug 170’ up the hill from the current water tank’s location. The soil will be analyzed to determine the requirements for grading and compaction.

  • Tank Structural Engineering – (approx. 2 weeks after geotechnical soil analysis)

  • Permitting (6-9 months)

    • Discretionary use permit

    • SEPA Analysis (State Environmental Policy Act)

    • WDFW Priority Habitat Analysis (Fish and Wildlife)

    • Cultural Resource Study (Native American Concerns)

    • Geological Site Assessment (Unlikely to be required but possible)

  • Site Prep: 1-2 months

  • Tank Construction: 6-8 weeks, (construction window is March-December)

  • Pump/Tank Telemetry: 1 week

  • Final Tie-In: 1 week

  • Construction Completion Report to the Department of Health

  • Old tank decommissioned: 1 week

This is a very large and complicated project. A lot of ongoing efforts have been expended and there is a lot more that needs to be done. The current plan is to have the new tank installed fall 2024 but it is unknown how long the required permitting will take to complete. The new water tank will ensure the future viability of our community, increase water pressure to all owners meeting the legal minimums, and improve the value and livability of Rimrock Cove for decades to come.

Beach Work Party - Help Needed!

Hello fellow owners,

As we get ready for the new season, we’ve decided (the BOD) to start the beach grass renovations. The plan is to complete the entire beach grass area in sections over the next three to four seasons, keeping the area under the square footage/dollar amount that would trigger the requirements for special permits. This area of the beach will be closed until it is determined the new grass is well-established and growing and is ready for the heavy use it receives.

The work will include cutting and removing the existing sod and taking out some old trees. (the sod has been cut and the trees have been cut down and stumps ground out). We will be placing drainable/sandy fill, smoothed, leveled out, compacted, and then add 4-6” of topsoil, leveled and rolled, fine grading, and roll again. The sprinkler heads will be adjusted to fit the new elevations and verify complete coverage(this will be done by KJ’s). Finally, we’ll install sod. Jim Mckiernan researched sod and located a type of sod called RTF, which is supposed to grow well in high-alkali environments. The topsoil is screened potato shed dirt which is supposed to be the best topsoil available in eastern Wa.

The following is the schedule for the work parties: (We’ll break for lunch at noon.)

  • Saturday, May 4th, 9:00-4:00

  • Sunday, May 5th, 9:00-12:00

  • Saturday, May 11th, 9:00-4:00

And if needed…

  • Saturday, May 18th, 9:00-4:00

  • Sunday, May 19th, 9:00-12:00

You’ll need:

  • Good work shoes

  • Gloves

  • Rake (garden or grading type)

  • Shovels

  • Good work ethic.

We would like to see a big turnout for this as we know almost all of you use the beach frequently. There will be approx. 25% of the beach closed during each phase of this project, so the more help we get the faster it will get done and we can open the area back up for use.

Any questions or comments can be sent to myself or Jim Mckiernan.

See you all there
Thanks,
Randy Hill
